Code of conduct
1. SHORT TITLE, EXTENT AND COMMENCEMENT:
- These Regulations may be called the Government College University, Faisalabad Students (Discipline and Conduct) Regulations 2024.
- These Regulations shall apply to all students on the roll of the University, including the Constituent Colleges/Institutes, Sub-Campuses and affiliated institutions.
- These Regulations shall come into force with immediate effect.
- A student on the roll of the University, who violates these Regulations on the University premises or outside and affects its repute, shall be guilty of indiscipline and misconduct and liable to disciplinary action under these Regulations.
2. DEFINITIONS
Unless there is anything repugnant in the subject or context, the expressions used in these Regulations and defined or used in the Government College University, Faisalabad Ordinance, 2002, shall have the meanings assigned to them, respectively, hereunder or in the Ordinance or Statutes.
- "Authority" means any of the Authorities of the University specified in section 19of the Government College University, Faisalabad Ordinance, 2002 or Statutes as amended from time to time;
- âAuthorized Officerâ means the Director Studentsâ Affairs or any other Officer whom the Vice Chancellor or a Competent Authority has delegated the power to take immediate action against the student(s) in an emergent situation;
- âCompetent Authorityâ means the Syndicate or the Vice Chancellor, as the case may be;
- "Chairperson of Department" means head of a teaching Department;
- "Chancellor" means the Chancellor of the University;
- âComplainantâ means a person who makes a complaint or reports a violation of these Regulations;
- "College/Sub Campus" means a Constituent College, a Sub-Campus, a Campus, or an affiliated college;
- Director Studentsâ Affairs means an officer of the University appointed to supervise the business/activities of the Directorate of Studentsâ Affairs;
- "Dean" means the Chairperson of a Board of Faculty;
- "Director" means the head of a teaching Institute, Campus or a Directorate of the
University;
- "Discipline Committee" means the Discipline Committee, as constituted under Section 12 of the First Statutes appended to the Government College University, Faisalabad Ordinance, 2002, as amended from time to time;
- âExpulsionâ means permanent removal from the University;
- "Faculty" means a Faculty of the University;
- âHarassmentâ means any behaviour, verbal or non-verbal, physical or digital, that degrades, intimidates, or threatens any person or persons, on the basis of the characteristics such as race, colour, gender, religion, region, disability or other protected statuses; creates an offensive environment, adversely affects the educational or professional opportunities, and/or inflicts physical, mental or social harm on any person or persons associated directly or indirectly with the University;
- âHazingâ means any activity conducted for the purpose of initiation, admission, affiliation, or membership of a group, team, club or organization that causes physical or mental discomfort, compromises safety or reputation of the University and its community, and/or violates the Universityâs rules, regulations and policies;
- "Officer" means any of the Officers of the University specified in section 8 of the Government College University, Faisalabad Ordinance, 2002;
- "Official; means an employee of the University below BPS-17;
- âOrdinanceâ means the Government College University, Faisalabad, Ordinance, 2002;
- "Penaltyâ means any of the penalties specified in Regulation 5 of these Regulations;
- âRespondentâ means a student, or any other person who has been accused of violating these Regulations;
- âRusticationâ means a temporary suspension or banishment from the University for a set periodâ
- "Syndicate" means the Syndicate of the University;
- "Student" means a student on the role of the University, including its Colleges and Institutes;
- âSexual Harassmentâ means sexual harassment as defined in HECâs Policy on Protection against Sexual Harassment in Higher Education Institutions, 2024;
- âTeachersâ mean Professors, Associate Professors, Assistant Professors, Lecturers and Research Staff having prescribed qualifications engaged by the University for teaching certificate, diploma, degree or postgraduate classes and engaged in research and development of technologies and such other persons as may be declared as teachers by Regulations;
- "University" means the Government College University, Faisalabad, as established under the Government College University, Faisalabad Ordinance, 2002 including all of its colleges and institutes;
- "Vice Chancellor" means the Vice Chancellor of the University.
3. ACTS OF INDISCIPLINE AND MISCONDUCT
The acts of indiscipline and misconduct shall consist of but not be limited to the following for which action may be taken against the student(s):
- Breach of any rule of public morals, such as:
- Use of indecent or filthy language in class rooms, hostels, libraries playgrounds
and at any other place in the University;
- Use of immodest, improper or provocative dress;
- Use of undesirable remarks or gestures;
- Disorderly behaviour, such as shouting, abusing, quarrelling, fighting and insolence;
- Use or attempt or threaten to use force;
- Use of mobile phones during lectures, examinations, library or at any other place or event where such usage is otherwise not permitted;
- Making TikTok, Snapchat, Facebook or other social media clips, unauthorized pictures, videos, voice messages etc.
- Uploading unauthorized, defamatory, immoral or abusive content on social media;
- Giving unauthorized interview etc. to media channels;
- Causing or abetting any kind of harassment to the students, officers and officials
of the University;
- Defiance of an authority;
- Impersonation, perjury, giving false information, wilful suppression of information, cheating, deceiving and stealing;
- Visiting places without a pass which are not to be visited without a pass.
- Visiting places out of bounds for students;
- Inciting or staging a walkout, a strike or an unauthorized procession or causing any hurdle to any academic or other official activity.
- Shouting of slogans derogatory to the prestige of the University or the reputation of its teachers and officers;
- Keeping, using or providing others or bringing alcohol/drugs/intoxicants or any tobacco based products or their substitutes or any other kind of narcotic substances within the premises of the University;
- Entering the University with arms;
- Immorality;
- Loss or damage to University property whether movable or immovable;
- Actions defamatory and derogatory to Islam or sects or other religions or Pakistan;
- Any act, conduct, disorder or neglect which is considered by the university Authorities as prejudicial to good order or discipline or unbecoming of a student, including any act on the part of a student to bring or attempt to bring political or other outside influence directly or indirectly to bear on the Chancellor, the Pro-Chancellor, the Vice Chancellor or any other Officer, or any Authority or Teacher of the University;
- Any student misbehaving or fighting or confronting any student or group of students, teacher, officer and official of the University;
- Use of unfair means viz. any attempt to access the question paper before a test/examination, possession/use of unauthorized reference material during test/examination, any type of contact in or outside the test/examination room during its conduct, unauthorized entry into Teachersâ or staffâs office(s) with malafide intent;
- Involvement in any kind of harassment or hazing;
- Levelling a false, fake or fabricated accusation on someone.
4. COMPETENT AUTHORITIES
The Deans of Faculties, Directors of Institutes, Heads of Sub-Campuses concerned, Chairperson Hall Council and Director Studentsâ Affairs shall be competent to impose minor penalties upon the students of their respective Faculties, Directorates, Institutes, Campuses, Sub-Campuses, Hostels, or Affiliated Institutions, who are found guilty of misconduct and indiscipline.
5. PENALTIES
For the purposes of these Regulations, following shall be the penalties:
- Minor Penalties
- Censure and warning for future;
- Withdrawal of financial concessions, grants or scholarships for one
semester;
- Cancellation of hostel accommodation, if any;
- Imposition of fine;
- Recovery of loss or damage to movable or immovable University property;
- Placing a student on a disciplinary probation for a specific duration;
- Suspension from the rolls, and/or ban on entry in the premises of the
University for a specific duration not exceeding two weeks.
- Major Penalties
- Withdrawal of financial concessions, grants or scholarships for more than
one semester;
- Rustication;
- Expulsion;
- Debarring from seeking admission to higher studies at the University for a specific period or forever;
- Cancellation of degree at any stage of studies.
Provided that any penalty under these Regulations shall not, under any law, absolve any student from liability to any punishment to which he/she may be liable for an offence committed by him/her while studying in the University.
Provided further that where a student is proved to have disturbed the peace and academic environment of the University or any of its parts, the penalty of rustication shall be imposed;
Provided further that where charge of repeated fight etc. by a habitual offender student is proved, the penalty of expulsion shall be imposed.
6. PROCEDURE TO BE FOLLOWED FOR CONDUCTING INQUIRY

On receipt of a complaint/information from a teacher or any other source for the breach or violation of these Regulations, the Competent Authority, as defined in Regulation 2(c), shall refer the matter to the Discipline Committee. The Discipline Committee shall:
- frame charges and issue a show cause to the student(s) together with a statement of allegations explaining the charge(s);
- require the student(s) to put in a written and/or oral defence;
- inquire into the charges and examine such oral or documentary evidence in support of the charge(s), or in defence thereof, as may be considered necessary;
- determine on the basis of evidence and proceedings of the inquiry whether the act(s) of indiscipline or misconduct stands proved and whether a major or a minor penalty is to be imposed;
- serve final show cause notice indicating penalty to be imposed upon the accused student(s)and provide an opportunity of being heard in person before communicating its recommendations to the Competent Authority for final orders;
- take ex-parte decision, in case the respondent(s) fails to respond to the notice issued to him/her.
Provided that the respondent(s) under legal disability or hospitalization or any circumstances beyond his/her control may be allowed to respond to the said notice within seven (7) days after his/her release.
Provided further that penalties, shall be approved by the Competent Authority on the recommendations of Discipline Committee and shall be notified by the DSA.
Notwithstanding anything contained in Regulation 6(1), the Competent Authority may dispense with inquiry and award any penalty specified in Regulation 5, where, in particular circumstances/emergency, it is considered that the breach/violation of these Regulations is proved, hence, there is no need to hold an inquiry. In such an eventuality, the Competent Authority or an Officer authorized to do so, may immediately approach any law enforcement agency and/or impose any minor or major penalty without observing formal procedure(s) mentioned hereinabove to avert any injury/loss to the human lives, public property and the integrity of the University, the country or any part thereof, as the case may be.
7. INFORMATION TO PARENTS/GUARDIAN/OTHERS CONCERNED
Acts of indiscipline and misconduct committed by the University student(s) and penalties imposed under these Regulations may be intimated to the parents/guardian of the student(s) concerned.
8. PAYMENT OF FINE
In case of imposition of fine, the DSA shall issue a voucher in the prescribed manner and the fine shall invariably be paid by the offender within ten(10) days from the issuance of its notification. The original Bank Deposit Slip showing payment of fine shall be submitted to the Office of the DSA as well as respective Dean/Director/Principal concerned within due date, failing which the name of the defaulter student shall be suspended/struck off the University rolls by the Faculty/Institute/ College concerned. The defaulter student(s) shall not be entitled to file an appeal until he/she deposits the amount of fine.
In case, on the appeal of a student, fine is remitted or reduced, the amount of fine/its balance may be refunded to the student concerned by the Treasurerâs office.
9. RECOVERY OF LOSS OR BREAKAGE OF PROPERTY
A student shall be liable to make good the loss caused by him/her to the University property within fifteen (15) days of the notification. Failure to make good the loss shall be considered an act of indiscipline and misconduct. The name of such a student shall be suspended/struck off the rolls for failure to make good the loss, and legal proceedings may also be initiated against him/her in a Court of Law.
10. PLACING ON PROBATION
A student may be placed on disciplinary probation by the Competent Authority for a specified period that may be extended if the student fails to improve his/her conduct. Continued failure to improve the conduct may lead to further disciplinary action.
11. SUSPENSION FROM ROLLS
A student may be suspended from the University rolls for a period not exceeding two weeks at a time. Such a student shall pay the normal fine of absence for the period of suspension. A student suspended from the rolls may be reinstated or his/her period of suspension may be extended, as the case may be, by the Competent Authority. The period of such suspension shall be considered as absence from classes and shall have bearing on the fulfilment of attendance requirements for examinations.
12. RUSTICATION
A student found guilty of committing an act of major indiscipline and misconduct may be rusticated for one academic year which shall mean the loss of one academic year to the rusticated student in so far as his/her appearance in the University examinations during that academic year is concerned.
13.EXPULSION
A student found guilty of committing an act of major indiscipline and misconduct may be awarded the penalty of expulsion from the University.
14.NOTIFICATION OF RUSTICATION OR EXPULSION
The notification/order etc. of rustication or expulsion shall be issued by the DSA, with the approval of the Vice Chancellor, and such student(s) shall be struck off the rolls of the University.
15. RE-ADMISSION OF RUSTICATED STUDENT
The Faculty/Institute/ College concerned may re-admit a rusticated student, if he/she wishes to re-join the University after serving the penalty period. He/she is required to submit an application in the Office of the respective Dean/Director/Principal concerned well before the commencement of the semester. The application should include an undertaking on stamp paper of Rs.200/- or more signed by the student and countersigned by his/her parents/guardian, Supervisor concerned and DSA, as the case may be, to abide by the Regulations/Rules of the University and not to repeat any act of misconduct and indiscipline in future. If he/she fails to avail the chance immediately after serving out penalty period, he/she can seek re-admission in the same semester of the next academic session/semester according to the approved âScheme of Studiesâ, as the case may be. In case a student avails neither of the admissible opportunities, he/she shall loseeligibility for re-admission in future.
16. STUDENT(S) AWARDED THE PENALTY OF EXPULSION
An expelled student may avail the remedy of appeal or review as provided under Sections 17 and 18 of these Regulations.
17. APPEAL AGAINST THE PENALTY
- A student upon whom any minor/major or both penalties has/have been imposed may, within fifteen (15) days from the receipt of the order, file an appeal against that order to the Appellate Authority i.e. Vice Chancellor.
The Vice Chancellor, in consultation with the Discipline Committee, may dismiss the appeal or acquit/pardon the appellant, or order a fresh inquiry, or reduce or enhance the penalty or suspend the punishment for a specific period conditionally to be re-imposed immediately on evidence of his/her involvement in acts of indiscipline or otherwise.
Provided that no recommendations/decision under this Regulation shall be made, unless an affected student is afforded an opportunity of being heard in person.
Provided further that where the appellate authority decides to enhance the penalty, it shall:
- by an order, in writing, inform the accused of the action proposed to be taken and the grounds of such enhanced punishment.
- given him/her a reasonable opportunity to show cause against that action.
18. REVIEW AGAINST THE ORDER ON APPEAL
The punished student(s) may apply for review of the orders passed on his/her appeal, if contrary to the pray to the Vice Chancellor, in the case of minor and/or major penalties, within a period of fifteen (15) days from the receipt of the orders. The Vice Chancellor may pass appropriate orders thereupon on the basis of evidence, available record and decision taken earlier on the appeal of the concerned student(s). If appropriate, the Vice Chancellor may seek advice of the Discipline Committee on the review appeal(s) before passing suitable orders.
If a student, whose penalty was suspended under Regulation 17(2), is again found involved in act(s) of indiscipline and misconduct and is awarded fresh penalty along with the re-imposition of previous suspended penalty, he/she may appeal against the fresh penalty only, to the Vice Chancellor within the prescribed period of fifteen (15) days. He/she may also request for review of the orders passed on his/her appeal against fresh penalty, as provided under Regulation 18(1).
