The Finance and Planning Committee of Government College University Faisalabad has approved the budget for the fiscal year 2026–27

The 43rd meeting of the Finance and Planning Committee of Government College University Faisalabad (GCUF) was held under the chairmanship of Vice Chancellor Prof. Dr. Rauf-i-Azam, during which the committee approved several key financial and administrative matters, including the development and non-development budget for the fiscal year 2026–27.
Representing the Higher Education Commission (HEC) Pakistan, Ms. Samina Durrani, Director Finance and Budget, attended the meeting. The Higher Education Department, Government of Punjab, was represented by Ms. Zahida Azhar, Additional Secretary, while Mr. Asghar Ali, Section Officer, represented the Finance Department, Government of Punjab. The meeting was also attended by the University’s Registrar Mr. Ghulam Ghaus, members of the Finance and Planning Committee Prof. Dr. Babak Mahmood, Prof. Dr. Faisal Maqbool Zahid, and other committee members.
University Treasurer Mr. Muhammad Farhan Iqbal presented the proposed budget for the fiscal year 2026–27 before the committee. The committee unanimously approved the University’s annual accounts for the previous fiscal year as well as the development and non-development budgets for the upcoming fiscal year. It also approved the University’s investment plan.
The committee was informed that significant measures had been implemented over the past year to make the University’s financial management more transparent, efficient, and technology-driven. These initiatives include the introduction of an online student fee payment system, a 1Bill digital payment system, and fuel cards for official vehicles in collaboration with Pakistan State Oil (PSO). These reforms have strengthened transparency, accuracy, and effective monitoring of financial transactions.
The participants appreciated the digital reforms introduced under the leadership of Vice Chancellor Prof. Dr. Rauf-i-Azam, observing that Government College University Faisalabad has set a benchmark for other universities in the areas of financial governance and digital transformation. Government representatives commended the University’s performance and emphasized that other higher education institutions should adopt similar modern online systems to facilitate students.
The committee also approved an increase in the late sitting allowance for junior employees and sanctioned the creation of new posts in the budget for the new fiscal year. In addition, it decided to abolish vacant non-statutory positions. The committee further approved new rules and regulations governing the University’s Endowment Fund, Pension Fund, and Reserve Fund.
At the conclusion of the meeting, representatives of the Higher Education Commission, the Higher Education Department Punjab, and the Finance Department, Government of Punjab praised the efforts of Vice Chancellor Prof. Dr. Rauf-i-Azam and University Treasurer Mr. Muhammad Farhan Iqbal. They noted that the successful digitalization of the University’s financial system within a short period, along with the introduction of online fee payment and other digital services for students, represents a significant achievement that has further strengthened transparency and institutional governance.
