E-Tender Notice for Hiring of Local Consultant

The management of Government College University, Faisalabad intends to hire the services of local Consultant firm for vetting of new building designs and vetting/ evaluating of earlier designs of buildings, infrastructure, electrical, Solar works, public health works, estimation and any other assignment/ tasks assigned from time to time.

Terms and Conditions

  1. Hiring of local consultant shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and conditions will be available for the registered bidders on e-PADS and PPRA, Punjab websites after publication of advertisement.
  2. Bids are invited from consultancy firms registered with Pakistan Engineering Council (PEC) in relevant fields of specialization and bids may be submitted through prescribed procedure mentioned in bidding document.
  3. The mode of bidding is single stage two envelope procedure as per PPRA rules. The financial proposal should be based on the %age of the estimated cost of a project.  
  4. The Consultants shall be selected under the method “Quality and Cost Based Selection (QCBS)” as detailed in the bidding document.
  5. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS on or before  19-02-2026, not later than 11:00 AM. Technical Bids will be opened on the same day on e-PADS at 11:30 AM. Manual bids shall not be accepted.
  6. Pre Bid meeting will be held on 13-02-2026 at 11:00 AM in the office of the Project Director at New Campus (GCUF).
  7. The Committee shall have the right to reject the bids or proposals at any time prior to acceptance of bids/ or proposals as per PPRA rules.
  8. In case the bid opening date falls on a forced holiday or an official holiday, the bids shall be opened on the next working day.
  9. The Bid Security amounting to R.s 0.200 (M) in the shape of CDR/Bank Guarantee/Pay Order/Demand Draft/Banker Cheque (except insurance bond) in the name of “Treasurer GCUF” shall be uploaded on e-PADS in soft copy as well as hard copy (the original) of the same shall be submitted in the office of the project Director situated at Government College University New Campus, at Jhang road near Children Hospital Faisalabad, before the E-bid Submission deadline, otherwise bid shall be “rejected”.
  10. The URL of the website of the PPRA is (https://eproc.punjab.gov.pk/viewtender.aspx) and response time shall be calculated exclusively from the date of publication of the advertisement on the website of the PPRA.
