E-Tender Notice for Hiring of Local Consultant

The management of Government College University, Faisalabad intends to hire the services of local Consultant firm for vetting of designs, designing of buildings, infrastructure, electrical works, public health works, estimation and any other assignment/ tasks assigned from time to time. Terms and Conditions:
  1. Hiring of local consultant shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and conditions is available for the registered bidders on e-PADS at www.punjab.eprocure.gov.pk and Punjab Regulatory Authority (PPRA) Website http://ppra.punjab.gov.pk.
  2. Proposals are invited from consultancy firms registered with Pakistan Engineering Council (PEC) and  PCATP in relevant fields of specialization registered firms can apply having adequate experience on similar works along with qualified technical personnel.
  3. The mode of bidding is single stage two envelope procedure as per PPRA rules. The financial proposal should be based on %age basis of estimated cost.  
  4. Interested Firms may download RFP documents containing detailed terms and conditions from e-PADS at www.punjab.eprocure.gov.pk and Punjab Regulatory Authority (PPRA) Website http://ppra.punjab.gov.pk.
  5. The Consultants shall be selected under the method “Quality and Cost Based Selection (QCBS)”.
  6. The consultant / firms should submit complete information / data on prescribed performa in accordance with guidelines / requirements as per the RFP/ TOR’s. 
  7. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS on or before 17-07-2025, not later than 11:00 AM. Technical Bids will be opened on the same day on e-PADS at 11:30 AM. Manual bids shall not be accepted.
  8. A pre bid meeting shall be held on 11-07-2025 at 11:00 am for seeking any clarification (should it be desired so) with the firms’ representatives in the office of the Project Director at New Campus Government College University, Faisalabad, Jhang Road.
  9. The Committee shall have the right to reject the bids or proposals at any time prior to acceptance of bids/ or proposals as per PPRA rules.
  10. In case, the last date of bid submission and opening falls in / within the official holidays, the last date for submission and opening of the bids shall be the next working day.
